There isn't usually a reason to delete this. If you accidentally turned on a bad scale mode or fullscreen, open the console by pressing the ~ key (left of 1 on the keyboard), and then type tpt.setwindowsize(1)
Generally though, you can find powder.pref by opening settings, scroll to the bottom, there's a button "Open Data Folder". -
my scale mode is so small that my powder toy cant handle it
which lead him to invisible powder toy. when i click it. my screen went go small and back on the normal

This was solved on Discord. Probably something to do with the Fullscreen setting.
Solution:
If tpt won't open, then open windows explorer and go to
%APPDATA%
That will take you to a special folder, in there you'll see another folder "The Powder Toy"
From there you can delete powder.pref, or open it up and turn off Fullscreen that way. -
C:\users\{your account}\appdata\roaming\The powder toy\powder.pref, go to it and change fullscreen size, DON'T SHARE IT, the powder.pref folder contains your account login so do not share it
