It is active on the website, and I can see it.

It's not active in-game, I'm not sure why. Maybe check if uploading it as png / jpeg works? The avatar upload system is a mystery to me. But I can confirm at least that the website has your avatar, and most likely the game just can't understand the image produced by the server.
