Save Re-upload Rate Limit

Was the rate limit for re-uploading saves changed? It used to be around 15ish seconds, but now it's saying that I have to wait 60 seconds in order to re-upload a save.
EDIT: I tried rapidly re-uploading a save again, but it still had the 15 second cooldown. Strange.

To make it more clear, there used to be a message like this:
"Stop pressing save so rapidly"
It happened when you clicked "save" on the same save less than 20 seconds after already saving it. This is still there, I changed it to 10 seconds (which makes it unlikely anyone will see it now).
I then added some new rate limits:
New save upload limit 1 per 60 seconds
Reuploaded save limit 5 per 60 seconds
Comments 4 per 45 seconds
You hit the 2nd limit. It applies whether or not the save is published. I may reduce it in the future. The limit that will definitely be reduced some day is new saves (1 per 60 seconds). That's the one that is hit most often, and is only there as an anti-spam / security measure right now.
