You need to be the owner of a channel to set the /motd. The owner is the person who has been in a channel the longest.

Also, you should post issues with tptmp on the tptmp forum thread, it has few enough users that support requests can go there. That way it's also clear you are talking about tptmp, because you haven't mentioned it in this topic that it is a tptmp issue.
