     I assume you mean to know how to make a SING (singularity)-SNOW bomb.

    Anyway after placing some snow on screen, use these commands in console (press ~ aka tilde key to open),

    "!set ctype snow sing"

    "!set tmp snow -9999"

    Note:You can also use ice instead of snow.
