Views have absolutely nothing to do with the front page formula. It doesn't take them into consideration at all.

The front page formula does allow saves with very few votes (3-4) to get onto the top slot of front page. If it gets even more votes after that, it stays on, otherwise it drops off. You'll see saves like that often, but if they aren't good they won't stay on for long. The good saves will be on front page, but some saves that may not be that great will be there often, this lets more saves get seen and voted on.

Also, a save under 50 views might have more than 50 views. The view counter is only updated every 10 minutes I think, views during that time don't get reflected in the view counter immediately.
