Maybe windows is unable to open .zip files for some reason. You could try downloading 7-zip to open it if that is the case (a tiny, free program that can open a ton of archive files)

Well if 7-zip is installed, you should be able to double click, or maybe right click -> Open with -> 7-Zip File Manager. Then Powder.exe is inside and you drag that wherever you want.

If it can't open it, maybe your download got corrupted somehow and you should download it again.

Or maybe there is just something really weird about your computer ....

Well if you still can't open zip files, try this: https://dl.dropboxusercontent.com/u/43784416/PowderToy/releases/Powder.exe

I have a computer with Windows 7 starter on it, and it can open the .zip file. Did you install a different application that opens .zip files at some point (could have set .zip files to open with a program you later uninstalled or one which doesn't work)?

You could try right clicking on the "powder-91.3-win32" file, then look for an "Open with..." option. Click it, or scroll over it and then click "Choose default program...". You should select "Windows Explorer" or, if you want to use 7zip instead, "7-Zip File Manager" (you may have to click on the "Other Programs" dropdown for this). Click OK - it should set the one you chose as the default to open .zip files. Then try opening the file again.
