Game starting to stutter.

Hi. I've noticed my game is beginning to stutter :/, is it just my pc is it TPT, and is there a way to fix this stuttering, please let me know if there is a way to fix it. This is starting to get annoying.

No matter what it just sutters even with no particles at all.
The stuttering isn't severe but it's getting annoying as it makes me struggle to get certian elements.

Thats weird. How good is your computer? What OS is it (Mac, windows, etc...)

Windows 7 Home premium 64-bit
CPU: AMD Phenom X4 II 965 processor clocked to 3.40GHZ.
GPU: AMD Radeon HD 5400 Series.
RAM: 4GB Of ram (Only 3.25 GB Useable for some reason).
If it is due to these specs then let me know.

It's probably 3.25 GB usable because your system needs to use a part of it.
Ok back on topic: Did you try re-downloading? Whats your fps? Try going to the console (press ~) and type in tpt.setfpscap(1000)
Whats your CPU usage on the powder toy (Use task manager)

Only thing is, i don't have a bad PC, and nothing ever uses 100% of my CPU (According to task manager)
