The "leader" (actually called admin) is @simon
    From top of my head, @lockheedmartin @triclops200 @ief015 @devast8a @jacksonmj

Only @Simon can promote new mods. If I was able to I probably would have done this already :P

The only active mods are me ( @jacob1), @jacksonmj, and @Lockheedmartin. It's not just me moderating, I just post in game the most :P. Occasionally if something gets posted on irc an inactive one may do something. Here is the full list of mods: https://powdertoy.co.uk/Wiki/W/Notable_users.html#Moderators

Personally, I think the game could use some more forum moderators...

    okay this is quotebook worthy

Aside that yes there've been quite a few people nominated but shot down on the IRC. It can manage itself with the gang that currently is moderators.

Catch-22. If you nominate yourself, you get shot down. If you don't... you don't nominate

*In-game, idk why I typed forum instead. We only have jacob1 moderating the game itself (as far as I know)

Yeah, more people moderating in game would be great :). Of course, I can't promote people, and i'm not sure who I would want to promote either.

Just having users moderate would be nice though, people don't use the report button enough and too many things get missed. Or just start a convo with me / post on my "post bugs here" and tell me what's going on in tpt :P. I used to do a lot of moderation that way, I still don't often notice arguments or other things on front page saves unless someone tells me something that makes me start looking.

Actually, Tri is (from what I can tell) active, he just stays in the background a bit.
