all of your brother's saves are unpublished now, because the ban was permanent. In tpt++, it has a feature where you can select a bunch of saves at once (right click or click the checkbox in the my own section), and mass publish them. I would tell him to do that.

it could be a public place that they went too once, and that ip is linked to their accounts now. I know at least one other time where this happened too, innocent people were banned, and they were unbanned shortly after too. (but the bans weren't permanent)
