Why no one thinks about kids?!
A person with epilepsy could be in the computer without having an attack depending on what he is doing there and the situation of the room (if he is far from the monitor in an iluminated room, if he rests 10 or 15 minutes before playing a hour, etc). In videogame manuals there is a part saying to epileptic people that before playing the game ask their doctor first. That means they can play the game if they know their medical history, but there is people who doesn't know it or didn't suffer it before and can suffer it while playing it with that effect.
This applies also to TPT. For example, the game doesn't have any full screen flashing effect, but with EMP activated it has them... (that could happen to people that are testing the element like that for curiosity, for making the shocking effect bigger or just to make a bad save which shows people how EMP in a big amount can cause alot of contnous shocks)
