No. You'll have to create a custom parser. bz2 and bson are both standard formats though, so you can use standard readers for those. I've done it before in python.

Apart from TPT is there any other program that can be used to open it without displaying the data as unreadable?

Well just that, it's a custom format. It has a 16 (or was it 12? I think 16) byte header, then the rest is bz2 compressed bson data. Inside the bson data is a raw binary field with all the particle information in a custom format.
