    Because what happens when you meet an aggressor faction that has no regard for these laws? And what happens if they have the firepower and numbers to break every single rule on this document within a single firing sequence?: Ah yes, the Strike Empire has the Templars, Apostles, and fleets to f**k over virtually every single army with very heavy defenses, except Knarock of course.
