Do you use Ubuntu or any other Linux operating system?
If you do, then either run it from the terminal, or run the windows version via "wine"
I am using Ubuntu at the moment, but I often just switch back to windows to use TPT.

Then that may be your problem...
You have already made a thread for this ( https://powdertoy.co.uk/Discussions/Thread/View.html?Thread=8262&PageNum=0 ) So I don't know if the problem can be solved, if not already.
(I don't blame you for really wanting to play TPT)
You said on that thread that you downloaded Ubuntu and it worked well? If I am mistaken, just download Ubuntu... then use it that way... its free.

Download a free *NIX-based OS. Will be much better for your antique than windows 98.
    Like ubuntu or Linux Mint.

It is one of the issues of older systems, they don't have as advanced features as windows 7, in most cases. Have you googled the Ubuntu issue?

Maybe your computer is just too old/ slow to run Ubuntu or TPT
