    A smoother cirle is just X=Y. Whatever you add to the top side you add to the left side etc

    I mean, some people creates large perfect-form circle. If you search `circle` you'll find some such works. I can only create small circle by cursor. I dont have any idea how they do it.

    Actually, only one TPT user created circle larger then a brush so far. Everyone else just copied it.
    Also, if look closely, it's not perfect circle. It's just very very close. So I assume the person who created it just draw it by hand.

    You said how to create figure with central symmetry. Not every such figure is a circle.

    A circle is spherical otherwise its an elipse.

    This is ellipse. It doesn't have central symmetry.

    This is circle. It have central symmetry.

    This is square. Surprisingly, it have central symmetry too.
