Well let me explain :P Well you see when ever i try 2 open a mod i always have 2 hit extract files then most of the time i can open it.But with this one once i hit download.Then it says your download is starting then it says you have chosen to open PowderToyGit.tar.gz so i hit ok.But point is it says windows can not open this file... But with most mods a window pops up then i hit extract all files then it runs...

You idiot, save it first. Then download 7Zip, run the installer, THEN go back to where you saved the .tar.gz and THEN EXTRACT IT.

You should all be able to unpack tar.gz; use 7zip if not

F**k**g calm the f**k down will yah?!?!?!?! I am not a idiot i dont stay on computers all day and mess with coding and video games and such i have a life ok!?! So give me a break will yah? But i guess thx for telling me that but the idiot part was uneeded.
