Make a shortcut of the .exe, right click, properties, add scale:2 to the end of the textbox

Rightclick the Shortcut -> Properties
Where it says [ "C:\...\powder-41.3-win32\Powder-sse2.exe" ]
make [ "C:\...\powder-41.3-win32\Powder-sse2.exe" scale:2 ]
