Spark is being unpredictable

Sparks in my wiring are passing through insulation on the right side of my wiring but not in the left side. Here's how it looks:

            P

    1 2 2 2 2 2 1

    1 2 1 1 1 2 1

    1 4 1 1 1 4 1

    3 0 1 1 1 0 3

    Where P is the power source, 0=Gap, 1=INSL, 2=TTAN, 3=NSCN, and 4=PSCN

The sparks are somehow getting to the nscn on the right side but not on the left side

It's not unpredictable, just not intuitive. It's actually very predictable; it's been like this for years and there are no plans to change it. The idea is that sparks travel in https://en.wikipedia.org/wiki/Taxicab_geometry , using the most diagonal path possible. Just don't put insl there.
