There should be a pressure option for the Property drawing tool, i have had a lot of times when i want to set a pressure to something in a large space, which is currently impossible unless i spend hours messing around with AIR and VAC to stabilize pressure, adding an option to change the pressure with the Property drawing tool would make these things a lot easier.

if you hold ctrl and shift while using the air tool it'll flood fill the area you're clicking, just make sure the area you're filling with pressure is closed off with something that blocks pressure like wall

That is not true. Tools do not have any flood fill support. When using when using shift with a tool, it goes at 10x speed, and ctrl at .1x speed.

Your best bet is to use square tool and try to set the entire area at once. You can press = to equalize pressure (start with 0), then apply the amount of pressure you need with the tools.
You could also use Lua if you are familiar with the console,
