It's time.
Many poor powderians have suffered masses of downvotes. Trolls are starting to conquer TPT and downvotes are rising fast, To limit this, The lowest votes a save could have is -5 and there should be a 60 second rule for downvotes to prevent masses of downvotes bombarding saves for no reason. This could probably help saves persuading people to downvote them decrease.

I don't see any kind of downvote epidemic going on, it's about the same as usual.
Downvotes are something that splits the modteam, some of us want to keep them and some thing it might be better off removed. I'm on the side of keep (for various reasons). I think it's important to allow downvotes, but I have considered restricting them to prevent a kind of mass downvoting I see on occasion. Someone will rapidly open saves and downvote them all. Rate limits would definitely help with that, and is something we could implement.
A hard limit on the number of downvotes a save can have definitely won't ever happen. If your save has 5 downvotes it's probably low quality, I rarely see saves get this low unless it's reposted a bunch of times.
