For example, I want to translate "Element:FIRE" on Russian language. I read "Alternative languages" page many times, but I don't understand how to edit name of page (Element:FIRE → Element:FIRE/ru). Help please

I usually just change the url.
So go to
https://powdertoy.co.uk/Wiki/W/Element:FIRE.html
and then change it to
https://powdertoy.co.uk/Wiki/W/Element:FIRE/ru.html

Then just be sure to follow the instructions on the translation page. You'll need to edit the original Element:FIRE to add the language box too.
