    Is it possible to recreate the same fire effect from the PLSM wikipage gif?

    Define "same". A lot of what you're seeing is the compression of that specific gif file itself.

    Probably something close to it if possible, would be cool if it was an actual effect.

    It's not, sadly. Not possible to do with vanilla TPT.
