CGI is against the rules, even for personal use. Well, I can't stop you from having local saves / stamps, but if you upload it to the server (even unpublished) it's not allowed.

Also, I'm not aware of any public CGI scripts. Everyone keeps them private due to the fact that it breaks the rules to use them.
