    A rotator element called RTAT (Rotator).when powered it will rotate particles near it.

    This would be a moving solid, which is considered to be impossible without a complete rewrite of the physics engine. Additionally, they have been suggested time and time again since the very beginnings of TPT around ten years ago.

    This is impossible with the current physics engine. Moving solids are in the rejected elements list and probably won't ever happen.
