First you take some paint and a brush. Then you put the brush into the paint, and draw with it on the canvas.

Click the 'Decoration tools' icon near lower right (looks like a paint roller). Click on a color (or pick your own by clicking the swatch in the middle). Use TAB to get a circle, square, or triangle nib, and roll the mouse wheel or press ] and [ to change size. Click on whatever you want to paint. Use the 'Smudge tool' to blend paint colors on your creation.

 

Decoration colors do not affect the physics of the game, and the quality of your painting depends on your own talent, creativity, and patience. You can really make some cool pixel art using TPT.
