1. Why do people publish WIP saves?
There is no benefit from this and people will downvote because nobody likes half-cooked meals
To have some ideas/suggestions/improvements/opinions/+1 to improve the save.
Yes, but most of them I see don't seem to get any feedback, and its usually something really basic like terrain or a rectangle/shapes made of METL.
Some people "think" that publishing WIP saves will get feedback and things like that, but (most times) only get 20 comments in the save made by himself/herself. Other people only want spam the By Date page in order to get FP with an unfinished work.
I've seen saves that say things like "This is a WIP, I'll finish it soon!" but the last update was made 900 2 years ago. I don't know why some people keep doing this, would be better if they release a save that actually works and then look for feedback and suggestions to improve it.
Using the "creations" section on the forum is (IMO) better than making WIPs.
I love doing work in progress saves because I get to hear back from the tpt community on things I should change and things I should add. peoples input as you make your save.
It is a good way to get advice from other users.
Never put (WIP) in the name even if it is. if it goes to front page it will get more votes than the "finished" version because everyone has seen it already. then your stuck with a save called (WIP) because noone wants to delete a highly voted save. Its bad practice. just name it what you want it to be called if your going to publish it.

Don't want to be critical or rude so:
1. Though, FireDragon's reply is basically tptquantum's response, which I had to add on to get anywhere...
2. I'm not asking advice on WIP saves, I'm only asking why people do that.
