sorry for the rusty english.
This would be REALLY hard to play on a phone even if it did not lag. A tablet, maybe... but not a phone.

A long time ago mniip got a basic port working, but it was super laggy (imagine like 3fps), due to an SDL issue. And yeah, the interface would need to be redesigned for a phone probably :P. But still might be tough except for on a tablet.
I can already tell what TPT on a tablet is like, because I have a Windows tablet. It runs very well on it (the tablet has a Core i7 4650U CPU, so thats probably why it does), and even then using a touchscreen for TPT is awful. This tablet is also big (12 inch) so I can't imagine how bad it'd be on a phone.

What part of the interface was bad? Just not having a keyboard? TPT is really designed for mouse and keyboard, so if you don't have a keyboard you can't do much. And the mouse part is designed with really fine control needed so you probably would need a stylus or something.
The interface is just not touch friendly with how the menus move, and the size. I'm not saying this is a bad thing though, as personally I don't think something like TPT is suitable for touch screen use anyways. The tablet I have has a USB port though so I can use a mouse and keyboard with it (which I do sometimes when I want to use it like a laptop) or I can use the trackpad on its keyboard.
That would depend on the kind of smartphone/tablet. I can think of plenty of them that would not even be able to run TPT, let alone do so without lag. However, there are also plenty that are fully capable of running TPT (Microsoft Surface being one of them). The main thing to worry about I guess would be the processor, and RAM. My Nexus 6 has 3 GB of 1600 MHz RAM, and a 2.65 GHz ARMv7 quad-core CPU.
there are a (unoffical) ios version ive tried it and it does not work well as the PC version
I think it may have been taken down but there used to be an android version that was the actual TPT but couldn't open saves because it wasn't the latest version. Unfortunately it was paid which is probably why it was taken off the play-store when it should be free. The only place I can find it now is here but still need to pay

It looks like CannonballStudio also made it for iPad, also paid

Have you heard of the Powder Game? It is basically a copy of TPT but it is on a tablet too. It is not as good as TPT though, and is laggy.
