Usually there's a link to a download on the forum post, sometimes you have to read through a long post to find it.
of course, some mods have better download pages than others, but I can't think of any mods that don't have any way to download them.

Except for maybe a troll one or two before a site admin/mod removes it. I think there was one that was a rickroll link or something. Fortunately thats quite rare as far as I can tell.

you just download it if it has and link and when u download it exctract it and play it like normal powder toy
