I used: git clone http://github.com/simtr/The-Powder-Toy.git
resourcespowder-res.pc file is not present in the repository. How to fix the error?

Maybe you need to use git bash instead of windows command line? Wouldn't hurt to try :P. I also found something about doing env['ENV']['TMP'] = os.environ['TMP'] in the SConscript, don't know if that would help at all. I also thought I already put that in there ...
