    It seems to be 4 scripts in one, and it allows you to run any of the 4 functions. One of them rotates the selected area 90 degrees (maybe useful), another is a set wifi script (couldn't make it work but didn't try hard), another does something with wifi and I have no idea at all what the first one does.

    It seems to be a bunch of punctuation marks, articles and a couple words, I beleive.
