Is it possible to draw a Project in GIMP

    I want to start a new project in Powder Toy but its hard to draw without any tools like mirroring or rotate.

    So is it possible to do that in something like GIMP an export it to Powder toy? It just has to be drawn in one element like TTAN or METL. The rest i would add in Powder Toy itself.

    You can mirror and rotate in TPT. Cut a block, press Ctrl+V, while choosing where to paste the block, press Ctrl+R or Ctrl+Shift+R

    Besides, what you are trying to achieve (with gimp -> TPT) is called CGI. It is against the rules.
