This would break a ton of saves, NEUT isn't supposed to do these things because that is not how it was designed. Also BERL isn't an element, and we aren't going to add one for the only purpose of making NEUT reflect off it.

NEUT reacts with DEUT, it can't reflect unless we want to remove that very important reaction. Reflecting off of it isn't realistic anyway. Most of these suggestions just seem random.
