Electricity when there is none

    Is there a way to do this: there is a conductor. Can the conductor not conduct electricity when the thing it is connected to has electricity in it, and then have the conductor make electricity when it doesn't. Is there a way to do this, or something that will work the same?

    You mean a NOT gate? Search for logic gates, then look for the one that says NOT.
