Water Should Do It's Job

So... has anyone else noticed how the description for water is "Conducts electricity, freezes, and extinguishes fires."

Haha... no.
It doesn't.
TPT should fix this, or fire extinguishing systems will do nothing more than contaminate the area inside a building fire with smoke...
And then make more fire...

COAL burns slowly based on its life value, water does not have an affect on coals life value. -
Use my Phlogiston. That puts out burning coal fast.

Actually in one of the more recent versions simon fixed the 'fire not being able to put out water bug'. The real problem here is the way the collisions as such are calculated not the interaction between fire and water.

are you saying it also doesn't put out smoke? I can maybe fix that. I think the problem you are seeing is that the pressure just pushes away the water and then it evaporates. That makes it hard to notice, but technically it is putting it out. -

Use BUBWfor coal. And water puts out most fires when spawned in large quantities.
