How do you set up IRC?

Ok, I am very very very confused when it comes to internet intructions. I am not an idiot but close to it when it comes to that kind of stuff. I, in a sense, need the instructions to be as simple as "Ok, first get on an internet browser, second type in the search box...." I dont even know where to start so any simple instructions will be exstreamly appriciated!

you could also use http://webchat.freenode.net/?channels=#powder if you can't set it up, that's easy for beginners.
And I like hexchat better than icechat, it looks much better, and actually has the ability to notify you when you are highlighted. Also it has better scripting. It's a little harder to set up, there's some more windows the first time you set it up, where you have to tell it what channels to join, and scroll through a large list to find freenode. But it's better in the end.
But if you are going to get icechat, at least get icechat 9 -
