I downloaded the powder tool, but when I tried to open it it said incorrect command line. I know this is probably a stupid question, but what does that mean?

    Some background theory to you.
Back in the early days, when computers were text-in and text-out, they were used with something called a "command line".
    Lobster@Trap ~ $ echo Hello World!
    Hello World!

Program names would be typed in and the results would be related to what the program got after the name, called a command-line argument.
    Lobster@Trap ~$ echo Hello World!
where everything blue is the command argument, and "echo" is the program being run.

What has this got to do with Powder Toy?
Well, in Windows, one can still use command-line arguments via the command prompt or using shortcuts.
Powder Toy accepts some arguments, like proxy settings, re-scaling and fullscreen.
    C:\Users\Lobster\Trap\PowderToy > Powder.exe scale:1
again, blue is the command line argument.

Maybe there's something wrong related to the shortcut or you executing TPT? Try opening the folder TPT is in and double-clicking Powder.exe or powder. Try making new shortcuts to the game and clicking those.

Well, its not in a folder at all. It showed up on my desktop as powder-84.0-win32. Does that affect anything?

You have to download it and save it in your folder and then "run" it through their.
