i think he means drag a picture into the powder toy and it draws the picture using the colours closest to the real colours?

If u can drag a picturew into oe cake and it draws it, why cant there be an solid eliment that when a picture is draged into tpt a new eliment is created called pic1,pic2 ect in a new menu called art. When the element is painted there is like a invisable layer with that picture on it, the layer is shown as a overlay on that element. The picture layer can be resized, rotated, and moved, get me yet?
