Element Suggestions HIDDEN - Was a forum category where only moderators can respond to suggestions from users. This was pulled when there was a lack of community involvement.
The Admin Forum was an old April Fools Joke.
Management isn't really much other than testing posts.
Category 11 is just that. Category 11. Nothing regular users can see.
That's really all there is to describe about those forum categories you posted. You missed the groups category I think. -

I think https://powdertoy.co.uk/Discussions/Categories/Topics.html?Category=14 was probably groups, although I can't see it so I can't tell. The only forbidden one there I can see is management, and yeah it's nothing interesting. There must have been a element suggestions forum you could post in (first forbidden one), and the other one only mods could reply in (second viewable one). No idea at all why forum 11 is empty, I wasn't really here for much of that old stuff. Maybe Simon thought 10+1=12? lol
Edit: I take that back. Admin was the april fools joke one, maybe 11 was groups but Simon deleted everything in it
