Not to my knowledge. @mniip did some work on TIME, but I believe it needs a lot more work before it's anywhere near ready to be added. For one thing, I'm not sure that most things can be made to function correctly in fast time without basically making fast time run at normal game speed, and normal time run slower than normal.
It is difficult to do properly, so structural stress is on hold until someone manages to implement it in a way that works well. All known implementations so far have had problems. I believe that when Simon attempted it, force only propagated downwards, so there was no stress in hanging masses. In my attempt, there was stress in hanging masses, but no moments or rotation (so stress in a cantilever was wrong).
So, the question remains... will stress or time be implimeted in TPT anytime soon?
