    Steps:
    1) Be friends with them, makes it a lot easier because you then have a base to work from.
    2) Get to know them, likes and dislikes, that kind of stuff (remembering odd facts such as birthdays is always helpful).
    3) If they say no then just get over it, no point groveling, it isn't the end of the world.
    p.s. Don't ask people on forums for tips, only reason i'm giving you any help is i'm in a good mood...huzzah...

    Don't just simply ask whether she wants to go out with you, simply be polite and friendly, just talk to her. If she looks in a good mood, just say:

    "Hey, this has been fun, we should spend more time together!"

    That's basically what to say, and the best way I can think up to get things started!
