This sound like kind of a terrible idea.
Moderator is not usually a position that is fun in any way, it comes down to just work. Giving random people any sort of restricted moderation powers is just asking for them to get bored and abuse it.
Hell, I don't know how the current moderators don't get bored and abuse it (and I may know one who does, but restricts himself to looking for people who have actually commited wrong to ban).
I disagree with the fact that we should have these "mini moderators" ,but:
"-Capable of reporting either users or saves to a moderator"
I think all users should be able to do this (forgive me if we already can, i'm just blind)
I also suggest though we should increase the # of moderators we have and be able to tell who would be a good one and who would be a bad one.

The issue is, we can't discern from good or bad moderators until we've seen such action (reporting, etc) done by users.
what does it mean "not a moderator application thread"...wait oh. just saying, i know nothing about coding. Can someone summarize everything included in the status. So some award system, only specific banning like tag banning for example.....uhhhh what else i think that's about all.....able to read reports, and tags by which users......? it's for people to get on track..... :) wait. so reporting a lot means you are good at moderating? makes sense. :I P.S Miningmarsh, it's fun to have power. Even if you don't use it a lot or abuse it, which would be BAD.
well what if those that do become or apply to become the "police force" have to risk something big, and if a moderator see's that they go on a banning spree or something this large piece of their worth in tpt could be completely wiped out. so those that dont exactly plan on doing it but eventually rage at someone and ban them for no particular reason you could kill their reputation within tpt. one more thing is if it is serious and they just go crazy, you just ban them, if they accidentally do something bad you can have then removed or talk to them and get it straightened out. also if this person bans someone and someone else complains about it. they have to deal with it, but the mods can get involved. that might work.
So, moderating is a kind of award for contribution of the game? But I think it is a really hard job.
Also, I also don't care about those too if you ask me 'WHO IS BEST?' but I care about that if I am looking for a new moderator, because you must be active for long to know what moderator does.
They don't understand English much so how do you tell them what is 'publish' and what is 'vote'?
Because they think it's a game of them, not a game of others. Who will abuse this right for their own game?

Easy, most active users (on the forums) are!
Yes, all users can already do that. Saves can be reported by using the button that appears in game when opening a save. Users can be reported by contacting a moderator using a conversation, or by reporting a save that demonstrates some of that user's bad behaviour and giving further details in the report message.

that is what we would use the reporting system for.
that's not the point though either. what they're trying to do (or at least what I would do) is trying to prevent anything like that to ever happen in the first place. not what to do if someone does that.
shouldn't there be an easier way to report users though besides contacting a moderator? (even I don't know who the moderators are) like, for example another tab added to the title toolbar saying "Report a save/user"
