On topic, however late, in my opinion, if anything coloured was considered "artwork", why do we have colours? In my opinion, you should only use the deco layer to colour anything that would still function without colour. I mean, part of the purpose for the deco layer was to colour and make electronics etc look more professional.

So, in your case, a LCRY Animation is fine. With use of the deco layer if you need it, will just make it look better; its use.
