    and i assume fixing it would ruin alot of saves that utilize it

    It's extra work to remove, plus, layering of energy particles is intended

    if layering is discouraged, why is it even a thing? surely the devs would remove/not add a something they dont want players to do

    No, it's been 6 from the start, and that hasn't caused any problems for anyone. So it will stay as 6.

    could the limit of layering at least be increased to 10 or 15? because 6 seems to low of a limit

    Nope, it's there to discourage layering. Adding workarounds defeats the purpose of the limit.
