Ironically Venus has a very habitable upper atmosphere,so you could create floating outposts (ignoring yknow acid air)

You could build an underwater base,but it would be difficult from how insanely deep the underground ocean is.

There's something called CLIMATE CHANGE. Sounds horrible, right? But in the context of Enceladian terraformation, a CO2 atmosphere is what we need to kickstart terraformation.
