...which, as my latest save shows, could've been avoided by better detector placement. In it the detector sends the signal to the tractor beam immediately, and it moves the container out of detector range (one pixel) right away - which prevents the double-signal and delay problems.

Payload detectors have DLAYs because the signal from them isn't passed instantly, and therefore detectors will send a series of signals. One of them is the initial detection signal, and the other is generated while the tractor beam cycle is slowly starting. Because of this, the receiving stations have CRAY-based spark dividers.
