I think there should be a special tool in the Special menu (possibly that only appears in debug mode) that applies changes made with the set command in the console. It could work like this:

set vx brush 20

That would automatically select that tool, and when you use that tool, it would set the horizontal velocity of all the particles you draw on (any tools will work, like line and rectangle.)
