Voting issue

Recently I've noticed a tendency of getting multiple negative votes over a few minutes. This concerns not only my work, but almost every others' on the first page.
Obviously it looks like fake accounts or any other abuse of voting mechanics.
I think administrators should change the voting system to partially restrict voting from accounts with no works published or having less than X positive votes. This also will make excessive voting for own works impossible.
Seriously, aren't you tired of it? How can the user with no works at all judge others? How can he determine if somebodey's work is an art or just crap while he didn't prove his game knowledge?
So if you find this reasonable, please comment and support this suggestion.

Not votes, but only good creations on the top without cheat voting. I hate cheaters.

I have a better suggestion: the voting system check the IP of the peoples, so fake accounts can't be used from the same network. This make more hard faking votes.

Can you give an example of a save where this has actually happened?

No offence, but you have a score of +144. Thats more than I'll ever get in my lifetime. Don't worry about it.
