You could use PTCT to passively cool down the water, or apply power to ARAY to create BRAY with the ARAY's temperature to cool it down as well. CLNE with a ctype of a liquid that cannot boil (like GLOW) and VOID to collect excess liquid could also be used to cool down the water.

You could also use serializaton with FILT and HSWC with a .tmp of 1, but that is more advanced.

The steam is meant to go away lol, build a cooling tower and get water. It's basically reactor ablator.

It does not use water to cool the reactor, it uses water to mix with GLOW to create DEUT (as far as I can understand).
