It's not LUA it's Lua, and there isn't a way to make an element start off with a set life, I believe you cannot replicate the QRTZ PQRT powder effect (with Lua). PROP_CONDUCTS requires  PROP_LIFE_DEC

the PROP-CONDUCTS AND PROP_LIFE_DEC are not really needed since you can code them, but its easier and maybe less laggy if you use them, but the string you need to use is 0x4020.
