Keyboard cursor movement

Could we have the arrow keys finely control the cursor? Similar to paint.net, if you don't get what i mean.
It helps when you want to do small stuff, but your screen's too small / you want to watch other stuff so you don;t want the zoom window covering half your screen.
as per usual, shift when stkm as well.

Yeah, MouseKeys sounds like exactly what you need - no purpose reinventing the wheel!
